Which ATM Layer defines how cells are transported over the network?

ATM is layer 2 of the OSI model. I don't understand your question of ';which ATM layer'; What do you mean by layer? Are you confussing layer w/ COS or QOS? With ATM you can prioritize packets on a network. Maybe look at wikipedia for details.
